Make sure your organization has guidelines for rewards and gifts to employees. Birthday rewards should have specific parameters set so that all rewards are equal and no one, regardless of rank in the hierarchy gets better treatment. Birthday rewards are not years-of-service awards, so the value should stay consistent for all recipients.
